This is true for expectation values, but it makes sense also to construct the matrix elements themselves (eg for mp-fluctuation). Hence this limitation should be restricted, and (1) allow the (0,0) component of the MPO to be an arbitrary unitary, and (2) allow the (0,0) component to be in any quantum number sector.
